Your Opportunity:

In this full-time position with TechSource you will support the National Nuclear Security Administration (NNSA) Office of Systems Engineering and Integration. As a full-time senior program manager you will work closely with senior leadership within NA-15, the Office of Secure Transportation in support of the Department of Energy (DOE)/National Nuclear Security Administration (NNSA), working on the OST Mobile Guardian Transporter (MGT) program. The MGT employs innovative technologies to produce a leading-edge transportation system, cargo restraints, loading platforms, and upgrade infrastructure communications to provide enhanced security for the Over-the-Road transportation of nuclear weapons, nuclear weapon components, and special nuclear materials in support of national security.

You will provide program management support to the Federal Program Manager (FPM) to develop and implement project and program management processes for the MGT program, working on a team with project controllers, financial analysts, schedulers, and program analysts. The overall team matrixed to NA-15 for MGT support develops, implements, and oversees the execution of program plans, and develops documents for MGT to include:

  • Program Plan
  • Risk and Opportunity Management Plan
  • Engineering Release Plan
  • Configuration Management Plan
  • Strategic Initiatives Implementation Plan
  • Fiscal Year Task Agreements
  • Programmatic and Technical Reviews

In this role, you will work closely with the FPM and the Program Management (PM) team to develop and implement high level program management processes to ensure that the MGT program baseline is met and tracked against program level milestones. This job entails full-time onsite work at the NNSA John A. Gordon Albuquerque Complex located on Kirtland AFB in Albuquerque, NM.

What You Will Do:

  • Work with the PM team to prepare quarterly reviews for the FPM.
  • Interface with Design and Production Agency technical staff to capture risks, review project baseline change requests, manage program records, develop and track P6 schedules, and track program level action items and milestones as performed by Design Agency (DA) and Production Agency (PA) teams.
  • Work with the PM team to develop technical review presentations and finalize content and messaging in collaboration with the FPM.
  • Collaborate with DA, PA, and stakeholder organizations to facilitate effective program integration through all phases of the Initial Operational Capability (IOC).
  • Support schedule and financial analysts to determine deviations against baseline plans, and implement processes for baseline change control to capture cost and schedule changes.
  • Help design, implement, and maintain program change control processes.
  • Develop presentation materials, memorandums, and agendas for program briefings.
  • Coordinate and conduct program meetings with senior leadership.

What You Will Need:

  • Active DOE Q or DoD Top Secret security clearance.
  • 10 or more years of direct, hands-on work experience in building, implementing, and/or using a wide variety of project management tools and processes, to include:
    • Risk Management
    • Configuration/Change Management of Project Baselines (scope, cost, schedule)
    • Records Management
    • P6 Schedule Development, Management, Integration, and Reporting
    • Administration of Work Planning Systems, such as Integrated Project Teams and Action Item Tracking
  • 1 or more years of experience with large acquisitions (e.g. DOE 413.3b) or large programs (e.g. NNSA Enhanced Management A or B).
  • 2 or more years of work experience as a team leader, supervisor, or manager responsible for assuring the quality of project management tools and work products.

Desired Qualifications:

  • 20+ years of direct experience building, implementing, improving, and/or using project management tools and processes.
  • 5+ years of team leader or supervisory experience.
  • Direct experience adopting project management processes that meet requirements of the Defense Programs Program Execution Instruction and/or DOE Order 413.3b and ensure ongoing compliance.
  • Experience reviewing project baseline proposals for project management adequacy, such as experience in performing detailed reviews of a contractor's cost and schedule estimates.
  • Proven record of independently and assertively driving work assignments to completion per deadlines and per established quality standards.
  • Strong communication skills, specifically in the areas of formal writing and presentation material to be issued or used by the government.
  • Experience building, maintaining, using, and/or applying quantitative risk and cost uncertainty models.
