Position Summary & Duties Responsible

POSITION SUMMARY

Will oversee the daily operations of community-based programs, supervise and direct staff to ensure performance/productivity, clinical quality standards, fiscal management and full adherence to federal, state and local policy guidelines.

DUTIES AND RESPONSIBILITIES

  1. Research, prepare, write and submit and manage grant programs for applicability to County needs and priorities; coordinate countywide grant applications; and assure compliance with federal, state and/or other applicable guidelines.
  2. Supervise and direct contract and department staff and program activities including issuing of assignments, evaluation of performance, defining objectives, developing and maintaining departmental guidelines and policies.
  3. Coordinate with Department Director and management staff to develop and implement department's strategic plans.
  4. Oversee the preparation of agenda items and represent the Department to entities including the Albuquerque Bernalillo County Government Commission, the County Commission, and other internal and external entities as necessary.
  5. Oversee the preparation of reports for official records and information. Prepare public information for the Department web site.
  6. Provide oversight and approval of fiscal impact, cost/benefit, project and program analyses, and coordinate implementation of special projects assigned by the Director and/or the Deputy County Manager of Health and Public Safety and the Director of Behavioral Health Services, including projects involving systems reengineering, performance monitoring, contract compliance, customer surveys, strategic/quality improvement, and records management.
  7. Support facility operations and community collaborations including maintaining and enhancing neighborhood association relations, relationships with tenant organizations and the community at large.
  8. Ensure compliance with licensing and regulation requirements of relevant licensing agencies.
  9. Develop, review and update applicable policies and procedures, rules and regulations relevant to operation of department programs and services.
  10. Serve as acting director in the absence of the Director of Behavioral Health Services.
  11. Provide oversight of all community-based projects funded and operated by the department to include community outreach, DWI prevention/enforcement, harm reduction and public health initiatives.

Minimum Qualifications

  1. Bachelor's degree in business, Public Administration, Community Health or a related academic field plus nine (9) years of directly applicable work experience in the area of project management in behavioral health services, and/or community social services programs and in grant-funded programs, plus two (2) years working in a supervisory/management capacity. Any equivalent combination related to education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
  2. Employee must successfully complete the post-offer employment medical examination and background investigation.
  3. Pursuant to the criminal history screening for Caregivers Act, Section 29-17-1 through Section 29-17-5 NMSA 1978, new hires at the Bernalillo County Behavioral Health Services facility will be required to complete a caregiver criminal history screening for all caregivers. Conviction of a disqualifying condition is cause for termination or sufficient reason not to hire if applicant has a disqualifying condition on their record at time of application.
  4. Employee must comply with the safety guidelines of the County.
  5. Employee must complete required FEMA training(s) as assigned to position.
  6. Employee must complete required Supervisor classes if applicable.

WORKING CONDITIONS

  1. Duties are performed indoors in a temperature-controlled environment.
  2. Duties are performed on an even, usually dry surface, which may be concrete, tile, or carpet.
  3. Employee works with a select team without direct supervision and at times may work with a large group of people.
  4. Employee may be required to work extended hours.

EQUIPMENT, TOOLS AND MATERIALS

  1. Equipment typically used in the performance of office duties includes telephone, computer terminal, computer printer, computer keyboard, photocopy machine, fax machine and calculator.
  2. Materials and products handled while performing duties includes files, forms, reports, various other paperwork and a variety of basic office supplies.
  3. Utilizes first aid equipment, oxygen, fire extinguishers and other safety equipment on an as needed basis.
  4. Operates a county vehicle as assigned.
  5. Materials and products typically handled in the performance of administrative duties include a wide variety of forms and paperwork, reports, various writing utensils and a wide assortment of other basic office supplies and materials.
