Primary Purpose of Organizational Unit
Treasury Services is a vital part of the University's capital planning, budgeting, and tax compliance processes, and provides investment strategy and financial modeling at the institutional level.

Treasury Services manages the University's debt management and oversees the investment of the University's operating funds by providing investment strategy and financial modeling at the institutional level. This includes, among other things, planning and execution of financing transactions, capital funding, management of the external credit rating of the institution, management of liquidity needs, meeting compliance and regulatory demands and servicing external financial debt payments and related obligations.
Position Summary
Hybrid: This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

The Treasury Financial Analyst is responsible for the analysis, and operational executions of a specialized bond program with over $1.25 billion in outstanding debt; compiling information for the purposes of financial reporting which includes a variety of debt-related metrics, Central Bank, internal loans, market conditions/interest rates, and other ad hoc requests; providing financial analysis on a variety of projects; and providing support for the capital budgeting process.

Among the key duties, this position:
* Monitors the execution of capital financing transactions, in support of the delegated authority from the University of North Carolina Board of Governors and the UNC-Chapel Hill Vice Chancellor for Finance and Operations;
* Works with Director of Treasury Services, Assistant Treasurer and Financial Advisors to implement strategic initiatives and planning with recommendations on how to best meet the goals of the institution with respect to capital access, costs, and compliance;
* Interprets, deciphers, and digests specialized information with the ability to communicate and present often complex information to senior management;
* Consults, develops relationships with, and supports the University with a variety of constituents on bond-related activities, including Office of University Counsel, the University of North Carolina System Office, banking and underwriting representatives, external bond counsel, the University's external financial advisor, external bond rating agencies, the Office of the State Treasurer, the Office of the State Controller, and the Office of the State Auditor;
* Develops knowledge of the financial chart of accounts and system capabilities to extract and manipulate data, summarize, and report on a variety of metrics;
* Ensures that funding plans are completed and in place for capital projects;
* Reviews funding plans to assist with the determination of feasibility of capital project repayment;
* Provides ad hoc reporting on capital funding needs and associated sources;
* Provides financial analysis on a variety of projects, the scope of which is wide-spread and unpredictable.
Minimum Education and Experience Requirements
Mid to late career with Master's and 2- 4 years experience; Bachelor's and 3-5 years experience.
Required Qualifications, Competencies, and Experience
* Working knowledge of fundamental financial principles and practices.
* Advanced skills with Excel.
* Working knowledge of Access, Outlook, Word, and PowerPoint.
* Accuracy and attention to details is critical to the nature of the work.
* Ability to work independently with sound direction and goals.
* Ability to educate constituents, deliver formal presentations, summarize complex data, and communicate results with outstanding written and verbal correspondence.
Preferred Qualifications, Competencies, and Experience
* PeopleSoft experience.
* Familiarity with Power Bi and Tableau.
* Familiarity with research university of similar size and scope as UNC-Chapel Hill.
